The purpose of this assignment is to retain a qualified engineering consultant from the City’s Standing Offer roster to undertake a comprehensive review of winter operations for the City of Clarence‑Rockland. A primary focus of this review is to determine whether the City’s current staffing model can realistically meet approved Levels of Service under typical and constrained workforce conditions
The review will evaluate current practices, service delivery performance, and compliance with applicable standards, while also providing a detailed assessment of the City’s staffing model, operational deployment, and use of contracted services.
The consultant will identify opportunities to optimize the balance between internal resources and external contractors, improve operational efficiency, and enhance overall service delivery. The assignment will result in practical, implementable recommendations, including a staffing and contractual utilization strategy aligned with industry best practices, risk management, and financial sustainability. |
